Instagram with a small section of the audience is testing a feature that will allow you to search for hashtags and follow this hashtag in particular. Once you follow the hashtag, it will show latest and top posts of that particular hashtag on your news feed.
This feature was first spotted by a Twitter user. Thanks to Instagram’s new algorithmic feed, the posts that you would find interesting and funny are being relocated to the bottom of your feed and with this new follow the hashtag feature, it will allow you to see what the posts that interest you without having to follow the account that posts it.

However, instead of filling your feed with all the posts from a particular hashtag, it will show you top and recent posts of that specific hashtag on your timeline. This way you will be able to follow based on your interests and not your social graph. Instagram also started testing stop-motion camera and redesigned mid-feed stories preview recently.
