Digital Bharat Nidhi’s new rules boost telecom services: DoT

The Department of Telecommunication (DoT) has announced updated guidelines for the Digital Bharat Nidhi, previously known as the Universal Service Obligation Fund.

These new rules aim to enhance telecommunication services in remote and underserved areas, including those for women, persons with disabilities, and economically disadvantaged communities.

New Rules Under Telecommunications Act, 2023

The Digital Bharat Nidhi is designed to fund various projects that improve telecom services, such as mobile and broadband connectivity, and boost telecom security.

The Act and its provisions for the Digital Bharat Nidhi are aimed at advancing India’s goal of becoming Viksit Bharat by 2047. The Digital Bharat Nidhi focuses on several key areas:

  • Connectivity Enhancement: Funding projects that provide telecommunication services and necessary equipment.
  • Innovation and Research: Supporting innovation, research, and the development of indigenous technologies.
  • Standards and Startups: Establishing standards and encouraging startups in the telecom sector.
  • Sustainable Technologies: Promoting green technologies and sustainable practices.
  • Capacity Building: Bridging academia, research institutions, startups, and industry for overall growth.

The fund mandates that any recipient must offer telecommunication services on an open and non-discriminatory basis.

Legislative Background

The Telecommunications Act, 2023, which includes provisions for the Digital Bharat Nidhi in Sections 24-26 of Chapter V, was passed by Parliament in December 2023. It received presidential assent on December 24, 2023, and was published in the official Gazette on the same day.

Minister’s Statement

Minister of Communications Jyotiraditya M. Scindia commented on the new rules via X (formerly Twitter), highlighting that they reflect the government’s commitment to equal access to telecom services.

He emphasized that these initiatives support India’s goal of becoming a developed nation by 2047.

Guiding Principles

The Act is guided by the principles of Inclusion (Samavesh), Security (Suraksha), Growth (Vriddhi), and Responsiveness (Tvarit), aiming to fulfill the vision of a developed India (Viksit Bharat).
