WhatsApp Voice-Mail app for Android lets you send WhatsApp voice messages when your call is not answered

It also has Speech-to-text that automatically transcribed to text using the system’s speech-to-text engine, and sent to WhatsApp. You can also go directly to WhatsApp account of the person you’ve just tried to call, and an option to send messages via SMS rather than WhatsApp.
